Afghanistan’s ranks of civil servants under siege (AP)

A Pakistani man reads code of conduct reportedly published and distributed by Taliban, in Chaman, a  Pakistani border town situated along the Afghanistan border on Tuesday, Aug. 3, 2010.  An updated Taliban code of conduct urges the insurgents' fighters to avoid killing civilians and seizing weapons and money from villagers in an attempt to win the hearts and minds of Afghans who are also being courted by <b>international</b> forces. If they do, the punishment is death.
