US wants Iraq to pay bill for war victims (AP)

The Marla Ruzicka Iraqi War Victims Fund, a special fund earmarked by Congress for innocent civilians killed in U.S. military operations in Iraq, was named for the young American aid worker who was the first to persuade the U.S. Congress to assist civilian war victims in both Iraq and Afghanistan. Recently, members of Congress asked the U.S. Agency for International Development (USAID) in Baghdad, which administers the fund, to explore the possibility of Iraq taking over financing and management of the project.
