What type of international cell phone would be best for my daughter to use on a visit to the Philippines?
She has an AT&T phone, but their international prices, even with the special international monthly rate, are crazy expensive.

There are other choices. She could get the SIM unlock code from AT&T (if you meet their requirements) and then she could purchase a SIM card there that would work in her phone. Also most major airports rent cell phones for international travel, you might want to Google that and see what you can find
